Seems that wasn't the problem (I replaced the jar first anyway, no effect).

I checked in /images/icons for ActiveMQ jira and test.gif was there, wish.gif actually uses
improvements.gif which was also there.

Checking the Global Issue Types with ActiveMQs Jira Admin Area showed me that in fact 'Test'
and 'Wish' were pointing to images on Codehaus and not locally, so I changed them to point
locally to /images/icons/.

Next I added those two into the Icon Mappings in Confluence.

So now your Icons show correctly in both Jira and Confluence.
