I did some poking around, and it turns out there's a bug in JIRA's gzip filter, which is gzipping
the empty "304 Not Modified" body to produce a 20-byte body, which the HTTP spec forbids.
More details at http://jira.atlassian.com/browse/JRA-14474. I've temporarily fixed this by
disabling GZip compression in all the JIRAs.
