I _think_ (not 100% sure) that there is a space admin, which can add users and grant some
karma to them. So far, this is what we did on ADS (Ersin Er being the admin for our project).

I may be wrong ...

In any case, I don't think it's INFRA job to grant some new peeps karam on a confluence space...

Any clue ?
