Jeff Turner resolved INFRA-1303.

    Resolution: Fixed

The difference between JIRA's Resolved and Closed statuses is that Closed issues cannot be
edited or have attachments added.

This behaviour seems to be confusing people, so I'll change it so Closed issues are editable/attachable,
unless I hear otherwise.
