Not sure if this is possible without affecting other projects, but...

The current default JIRA Priority when creating a new issue is major.  We would like this
to be changed to minor since most people on our project aren't setting this and most new issues
are minor.  
Some initial investigation by our JIRA project administrators seem to indicate this is a global
setting and is not controlled by us (See discussion at http://www.gossamer-threads.com/lists/lucene/java-dev/43487?search_string=New%20Issues;#43487)

Is it possible to change the default priority on a project by project basis?  If not, feel
free to close this as Do Not Fix.
