We've recently changed the permission structure in JIRA such that the need for groups and
for a global JIRA admin is a lot less. MINA is on this:

Those responsible for JIRA administration in the project (eg. role membership). 	
  Alex Karasulu, Enrique Rodriguez, Henri Yandell, Noel J. Bergman, Phil Steitz, Pierre-Arnaud
Marcelot, Trustin Lee, Vincent Tence, Wes McKean

Plus lots of committers and PMC members are listed. Not sure if they're correct :) Part of
the migration.
