The configuration seems sound. Jira loads, and touches the log, but it doesn't listen. From
localhost, we should be able to do things like telnet to the port, but the connection is refused.
I tried the simplest thing first and changed the port, but the connection is still refused.
The culprit would seem to be Jetty, since if there was a problem with the database or application,
we would still at least get a rudimentary connection. 

We have Jetty 5.10 installed now. For lack of a better idea, I'm going to try installing Jetty
5.11 in the morning. Or maybe we should just go to Jetty 6.1. I'm uploading both to my home
directory now, so that we will have them. 

The other Java applications (four instances of JIRA) are running on Tomcat. I'm not sure why
we are using Jetty for Confluence, but I suspect that it is for the smaller footprint. 

We've also have requests from two other ASF Members who would like to help with low-level
administration, Upayavira  and Don Brown (mrdon). I don't know who to setup accounts on Brutus
correctly for SSH access, but if someone else does, more eyes would be helpful right now.
