As part of incubation we are building the community for Tuscany itself. Part of that is allowing
the committers on the project to learn and perform the responsibilies of being PMC members
(such as nominating new committers) without actually being on a PMC. The process, and legally
binding PMC actions, are overseen by the Incubator PMC.

Previously incubated projects such as Geronimo and Derby have had such a list, with responsibility
being transferred to the destination PMC on graduation; other projects under graduation (such
as Synapse) have similar lists already.
