Roy T. Fielding commented on INFRA-642:

I also removed moderation and subscription-required from that list yesterday.

Note that all of our archives consist of messages sent to {list}-archive
addresses. I am hoping that the old block did not include mail from hermes,
and also that removing the block is okay (IIRC, minotaur should be limited
to receiving mail from hermes).

> I need this mailing list to allow anyone to post to it (subject to moderation for spam).
The main purpose is to allow us to have a place to retain emails such as those send by PMCs
to the U.S. export control folks; it might also be useful to cc when we notify a company that
we are implementing a standard with an understanding that they do not currently know of any
issued patents that readd on the spec. 'legal-internal' cannot be used for this purpose since
it does not allow posting to by anyone not subscribed. 'legal-discuss' cannot be used since
it is public and meant for discussion.
> Thanks,
> Cliff
