I would like to volunteer on this and implement this script to help you. However I don't have
access to the infra svn repo so could you please attach 'cla-reminder.py' to this issue so
I can have a look at it? Could you also confirm that svn authentication is configured with
an AuthUserFile in Apache? I'll have to be able to read the list of commiters from somewhere
to implement this script (or should it read the asf-authorization file?).
