As I understand it, we are opting for full incubation, which means we don't go through the
IP Clearance route.  We are in the process of collecting CLA's for all WebWork's major contributors.
 

Part of the reason we are going through full incubation is because we are bringing key WebWork
committers in in addition to the code.  Since this is my first podling, I'm not sure who should
have access, but for now the Struts group would be fine, as long as I can add folks to that
list once I get them Apache accounts.
