Subject Download area for resources under non-ASL license?

Hello all

We had a discussion on LEGAL-183 [1] about the use of a resource under a
license which is not strictly compliant with ASL, but still important
for a project. The discussion has been resolved by proposing to keep the
resource separated from the project, and download the resource
automatically when first needed after the user has accepted the terms of
use.

Now the question is where to put such resources? Discussion on legal
list [2] proposed to ask to INFRA if Apache could (or want to) have some
space where to put files that are under unusual (comparatively to ASL)
licensing terms. For now the resources would be the EPSG dataset, but
maybe such cases could happen again in the future, possibly with
different projects.

An alternative to space at Apache would be to use Maven central.
