Subject Jira User Management

Dear Commons PMC,

You have a very large number of Jira projects and role based
permissions assignment does not scale. For this reason, users are
assigned to groups and the groups are assigned to roles.

The downside to this approach is that the jira-administrator role is
required to add users to groups. This essentially means infra has to
manage the groups and Commons can't self-service.

Infra would like to make the following offer to the Commons PMC.

The PMC may nominate a single member of the PMC who must either be a PMC
chair or a member of the ASF.

Infra will add this individual to the jira-administrators group and
provide instructions on how to add members to groups.

Because of the elevated privileges associated with the
jira-administrators role, the nominated individual must agree to use
this karma solely for managing the groups of the Commons PMC.

If the jira-administrator role is mis-used this offer will be withdrawn
and the Commons will have to manually add the users to roles
on a Jira project by Jira project basis or wait for infra to add the
user to the role.

The Commons PMC must agree to notify infrastructure if the nominated
individual changes.

If the Commons PMC would like to take up this offer, infra asks that the
PMC chair responds using reply-all to this e-mail and identifies the
nominated individual.
