If the mirrors are being updated regularly, what is the objection to
using svn.apache.org for dcommits?  I can't imagine I'm the only one
hindered by the dcommit/rebase cycle.  Or that gets thrown off when
large commits from other projects are propagating out to the EU
mirror.
