I tried the same with a clean checkout and commit using only svn and
I' m getting a simmilar error :

svn ci pom.xml -m"Test commit to svn.eu.a.o"
svn: Commit failed (details follow):
svn: The specified baseline is not the latest baseline, so it may not
be checked out.
