Names for committers (or rather logins) are held in /etc/passwd on people.

Most are also in the file iclas.txt in
https://svn.apache.org/repos/private/foundation/officers

SVN privileges are in the file authorization in
https://svn.apache.org/repos/asf/infrastructure/trunk/subversion/authorization
