This is of concern. Is there a way for Git to enforce that?

We have seen with Subversion that we cannot rely on committers to
keep configuration information up-to-date. I refer mainly to
the http://www.apache.org/dev/version-control.html#https-svn-config
svn:eol-style property, etc.
