made that as easy as managing virtualenv with python. In 2015 I never ever have to install
crap on my Linux laptop just because some weird build depends on it. I can basically just
either leverage an existing Docker image or install the docker Image and do the apt-get ...

It isn't rocker since, just a very natural easy way to keep things where they belong.

P.S. In fact, with Docker, you can just use the Docker image I referred to in my prior comment
and do the build today on ASF INFRA where the first step of the build is apt-get install...
You can do it today, not special permissions needed (not that I'm suggesting it as a long
term solution, of course).
