Subject what is c: on the jenkins windows images?

I've been trying to run slider jenkins builds on the windows VMs, except
they fail when the hadoop YARN minicluster tries to set directory
permissions on directories during the test run

the client is trying to make a dir user writeable only, but it's coming
back as world writeable after,

Apparently this is a known problem in VMs if the drive is some mounted
volume from the host OS, rather than NTFS.

What is drive C:?
