Can you please copy-paste this line into a command prompt and tell us
what the result is:

"%PIXELBENDER_HOME%\pbutil.exe"
"F:\hudson\hudson-slave\workspace\flex-sdk\frameworks\projects\framework\src\mx\graphics\shaderClasses\Color.pbk"
