option -U must do that so add it to your job goals.

An other option: select "use private maven repository" then "local to
repository" so the local maven repository will $WORKSPACE/.repository
so before the build, just do rm -rf $WORKSPACE/.repository
I would prefer you use option with -U to avoid download the internet
for each build :-)
