OKAY here what I did
Its expat version 1.95.2 w/ no patches applied.
It is the uptodate port for FreeBSD as of the time of this e-mail
cd /usr/ports/textproc/expat
make deinstall
cd ../expat2
make install distclean
ls /usr/local/lib/libe*
-rw-r--r--  1 root  wheel  - 145964 Feb 27 03:36:28 2002 /usr/local/lib/libexpat.a
lrwxr-xr-x  1 root  wheel  -     13 Feb 27 03:36:27 2002 /usr/local/lib/libexpat.so@ ->
libexpat.so.1
-rwxr-xr-x  1 root  wheel  - 126411 Feb 27 03:36:27 2002 /usr/local/lib/libexpat.so.1*

I notice it didn't install libexpat.la
So I do it manually
cd work/expat-1.95.2/lib
/bin/sh ../libtool --mode=install /usr/bin/install -c -o root -g wheel
libexpat.la /usr/local/lib/libexpat.la

ls /usr/local/lib/libe*
-rw-r--r--  1 root  wheel  - 145964 Feb 27 03:40:33 2002 /usr/local/lib/libexpat.a
-rwxr-xr-x  1 root  wheel  -    643 Feb 27 03:36:59 2002 /usr/local/lib/libexpat.la*

Oh look its there now :)

NOW COMES THE PUZZLING PART
which happened on 4.4, 4.5, and 5.0 machines
the 4.4 was a complete default install with just
   automake autoconf libtool pine expat2 ports and their dependencies installed.
The other two had expat1.2 deinstalled and expat1.95.2 installed.
