When using the below line in my httpd.conf
BrowserMatchNoCase ".*MSIE.*"   nokeepalive

I see that the nokeepalive directive disabling keepalive.  However the environment variable
in perl still reports

I don't believe this should be happening.
Set the conf file as described above
