The Extended Log File Format describes on http://www.w3.org/TR/WD-logfile demands all dates
and times are specified in GMT.

The "%" directives (%...t: and %...{format}t:) just log in localtime.

To insert "%...G" directive like "%...{format}t:" in GMT. 

Or, CustomLog directive permit describe LOGTIMEOFFSET in <minutes> of GMT.
