Windows XP Professional build 2600.  
When changing the .htaccess file to htaccess in the httpd.conf and implementing it in a directory,
it gives no access restrictions
Change the access file to htaccess or anything else and put a .htaccess file as whatever you
set it to and try to access a file in the directory and see if it makes you authenticate.
