my website is encoding chinese simplified(GB2312),but look like western european(ISO)

[root@zwylinux conf]# /apache2/bin/apachectl start
/apache2/bin/apachectl start: httpd started
[root@zwylinux conf]# /apache2/bin/apachectl stop
/apache2/bin/apachectl stop: httpd (no pid file) not running
