Synopsis: httpd-2.0 --srcdir / apr-util --with-apr broken

I have just committed changes to allow all of the projects
included with Apache 2.0 to build when --srcdir is used.
APR, APR-utils, Expat, even Apache's support directories
were not always using the correct location to build from.

They have all been fixed, and VPATH support should work as
advertised now.
