HP/UX 10.x uses shl_* functions for the same feature. There have already been some bugs reported with the 2.0.16 version of Apache on HP/UX, but they should all be fixed in the current CVS repository. Can you try either the next version of Apache 2.0, or the code directly from CVS, and let us know if that solves your problem.
