Subject mod_include/7751: XBitHack does not work

Linux 2.2.17-14smp
While the INCLUDES filter works perfectly, if I remove
the SetOutputFilter line and add XBitHack Full, 
the includes are not processed.  (The same config
works fine in Apache 1.3.)
