When the last LoadModule directive in httpd.conf
is in an IfDefine close and you specify -a flag
to apxs, apxs adds a LoadModule directive
in the IfDefine close.
So, the DSO is not enabled unless you specify
the definition to httpd with -D flag.
>How-To-Repeat:
Run apxs like
apxs -i -a -n "php3" /tmp/libphp3.so
to the following httpd.conf:

I made a patch for 1.3.19.
It can also apply to 1.3.17 with -p1 flag.
