Kohei and Joshua,

I recently did a bunch of work on porting mod_include (and all the SSI
code) to 2.0. Although the original code was written to _require_ quotes
around all values, all of the docs that I found indicated that you were
only required to use quotes for values that contained whitespace.

The 2.0 port of the SSI code is written according to these guidelines.
You now need only use quotes if your value contains whitespace. The
Apache 2.0 docs should remain as is.
