["apbugs" address is not added to the Cc line of messages from  ]

The reason for the strict checking is to ensure that mass
vhosting configurations are safe (e.g. mod_vhost_alias or
mod_rewrite).

Previous arguments that the checking is too strict have
failed to convince us that the code is wrong, however I
think that i18n is a good argument. AFAIK none of us have
investigated i15d domain names yet but when we have the
code will probably be changed to accommodate them.
