Combine Apache with old static expat and new expat in XML-Parser-2.30
>Fix:
Make XML a configure option for Apache. While removing the expat directories
works, it breaks make install because of:
Makefile.tmpl:  $(CP) $(TOP)/$(SRC)/lib/expat-lite/*.h $(root)$(includedir)/xml/

easy fix:
Makefile.tmpl:  -$(CP) $(TOP)/$(SRC)/lib/expat-lite/*.h $(root)$(includedir)/xml/
