I think there should be the same DEFAULT restriction as the one for .htaccess files:

<Files .htaccess>
order allow,deny
deny from all
</Files>

there should be this entry in srm.conf-dist i think:

<Files ~ "~$">
order allow,deny
deny from all
</Files>
