libc-client.so is a symbolic link to libc-client.so.4.7

Configured PHP4_ORC1 with
./configure --with-apache=../apache_1.3.12 --with-oracle --with-imap \
--with-oracle --with-gd --with-jpeg-dir=/usr/local/bin --enable-track-vars
did a make, make install with no problems.

A plain apache-configure with no options works.
