I can reproduce this with a simple CGI application that dumps out the
environment. (It doesn't seem to matter exactly what it does, actually).

This URL works, and returns the expected list of environment variables:


This URL returns the "Forbidden" error:


I'm running on Windows NT 4.0 SP4 . I don't really have access to any other
O/S to try it on. What system were you trying it on?
