All OSs and Apache 1.3.10 and above
The http_vhost.c fix_hostname() prevent the use of other char other than a-z, A-Z, and "-",
while some multilingual domain names have char outside the range of the one specify by fix_hsotname().

Multilingual domain names user will have to stuck to the apache version 1.3.9 and below.
virtual host any URL that have characters outside the range of a-z, A-Z, and 
use the old function of 1.3.9 for vhostname() OR
add functionality for multilingual hostname and domain names.
