Although no filesystems are NFS mounted, I defined LockFile and restarted the httpd.
It didn't generate the var/log/httpd.lock, but it seemed to work just fine.

The unusual thing is that today, this came up in the system's message log:

httpd seems to still serve clients normally, and the system seems normal as well.
