When trying to access cgi scripts I get the following error in my error.log

[error] [client ###.###.###.###] (2)No such file or directory: couldn't spawn child process:
e:/web/cgi-bin/newsupdate.cgi

I have tryied these (!#) in the script:
#!/bin/perl
#!/bin/perl.exe
#!e:/perl/bin/perl
#!e:/perl/bin/perl.exe
