The platforms are a 486 and Pentium III with RedHat Linux 5.2 and 6.
The bug is identical on both platforms:

## Install OpenSSL
tar -xvf openssl-0.9.3a.tar
cd openssl-0.9.3a
./config -t
./Configure linux-elf
make clean
make
make test
make install

## THIS WORKS

## Install Apache and SSL
 tar -xvf apache_1.3.6.tar
 cp apache_1.3.6+ssl_1.36.tar apache_1.3.6
 cd apache_1.3.6
 tar -xvf apache_1.3.6+ssl_1.36.tar
 ./FixPatch
 ./configure --prefix=/usr/local/apache
 make
 make install
 cd ..
## THIS WORKS

## install the mod_perl library
 tar -xvf mod_perl-1.21.tar
 cd mod_perl-1.21
 perl Makefile.PL DO_HTTPD=1
 make
