Synopsis: CGI HREF called from a static HTML page must be clicked several times in succession
when running on IE4 version 4.72

State-Changed-Why:
This problem, by its very nature, can't be caused by Apache.
Just because a page served by Apache exhibits certain behaviour
doesn't mean Apache has anything to do with it. In this case,
it appears there is some javascript which may well be messing
up IE.
