It appears that the fix is even simpler.  After looking at the 1.2.6 code,
find-token is supposed to loop for each token it matches, and if the whole
thing matches, to return 0.

Simply replace 
if (!strncasecmp((const char *)start_token, (const char *)tok, s -
start_token)) {
            return 1;
        }

with
if (!strncasecmp((const char *)start_token, (const char *)tok, s -
start_token)) {
            continue;
        }

in util.c ap_find_token()
