Server stops responding to requests
>How-To-Repeat:
Take a windows NT machine with netscape 4.0 and connected to the internet 
with a modem.  Load a web site running off Apache.  Then hold down the CTRL-R
key and watch as it attempts to connect over and over to the web server.  The
web server eventually stops responding completely and dies.
