>Description:
The --compat option of configure is ignored by make install.
The --layout option of configure reports that the data will be
placed in Apache 1.2.6 style directories, but the installation
procedure ignores the request and place the files in the current
Apache 1.3.3 directory structure.
>How-To-Repeat:
./configure --prefix=/usr/httpd --compat --mandir=/usr/local/apache/man --layout
Configuring for Apache, Version 1.3.3

Installation paths:
               prefix: /usr/httpd
          exec_prefix: /usr/httpd
               bindir: /usr/httpd/bin
              sbindir: /usr/httpd/bin
           libexecdir: /usr/httpd/libexec
               mandir: /usr/local/apache/man
           sysconfdir: /usr/httpd/conf
              datadir: /usr/httpd
           includedir: /usr/httpd/include
        localstatedir: /usr/httpd
           runtimedir: /usr/httpd/logs
           logfiledir: /usr/httpd/logs
        proxycachedir: /usr/httpd/proxy

Compilation paths:
           HTTPD_ROOT: /usr/httpd
           SUEXEC_BIN: /usr/httpd/bin/suexec
      SHARED_CORE_DIR: /usr/httpd/libexec
       DEFAULT_PIDLOG: logs/httpd.pid
   DEFAULT_SCOREBOARD: logs/httpd.scoreboard
     DEFAULT_LOCKFILE: logs/httpd.lock
      DEFAULT_XFERLOG: logs/access_log
     DEFAULT_ERRORLOG: logs/error_log
    TYPES_CONFIG_FILE: conf/mime.types
   SERVER_CONFIG_FILE: conf/httpd.conf
   ACCESS_CONFIG_FILE: conf/access.conf
 RESOURCE_CONFIG_FILE: conf/srm.conf

Then run make and make install, see what happens....
