This has nothing to do with Apache.  Apache is an application,
and doesn't have anything to do with the problems you say
you are having.

In any case, what you report happening is not reproducable;
it does not using the incoming TTL as the oubound TTL for
anything I tried.

I suggest you need to look elsewhere for the cause
of your problem.
