When I connect to the server using 
  <FORM ACTION="http://ha.cker.com:420/cgi-bin/printenv" method="POST">,
  REQUEST_METHOD = POST.

However, when I connect to the server using
  <FORM ACTION="http://ha.cker.com:420/does_not_exist" method="POST">
  REQUEST_METHOD is reported to be GET.
