this site has one ip address.  there is one named virtualhost.  everything else
is in the main server.  all requests go to the vhost, nothing ever hits the main
server.

i read the upgrading to 1.3 and all the virtualhost documentation.  here is

i noticed several other PRs with similar symptoms, and all the fixes said
to read the docs.  i read the docs and i believe i am doing this right.
perhaps the docs could cover this case more explicitly since i am obviously
not the only one having trouble with it
