The 1.3 default order is the same as the *only* ordering
available in previous versions: ascending by file name.
We will consider providing a means of controlling the
default ordering key, but for now the only solution is
to add the query argument to the URL (e.g., "?M=A" to
order by ascending Last-Modified times).  This report is
being suspended so the issue won't be forgotten.  Thank
you for reporting it, and for using Apache!
