The Perl binary distribution works from a DOS command line.  It is just when apache cgi is
involved, it doesn't work.  

The URL I am trying to access is:
http://www.weberworld.com/cgi-bin/test.pl

The script that goes with that URL is printed bellow:

#!c:\perl\bin\perl
print "Content-type: text/html\n\n";
print "<html><body>This is a test.</body></html>;
