I'm not sure if this is a bug or not but here's the problem.

If I try to access the page say for example:

http://gigahertz.lerc.nasa.gov/~mallman

from within lerc.nasa.gov, the server sends
the index.html file from mallman's ~/public_html directory.

It adds a / at the end after loading:

http://gigahertz.lerc.nasa.gov/~mallman/

If I try to access the page from outside of lerc.nasa.gov
using:

http://gigahertz.lerc.nasa.gov/~mallman

I get an access error but if I try to access it from outside of
lerc.nasa.gov using:

http://gigahertz.lerc.nasa.gov/~mallman/

I can access that page?

In my httpd.conf file I saw:

# For /~username/
UserDir public_html

I changed it to: 

# For /~username
UserDir public_html

and restarted the server but it made not change.
